At Monday’s Durham County Board of Commissioners work session, commissioners looked well beyond budget line items. A major focus was transit funding, where leaders dug into a question many residents would naturally ask: if Durham’s transit fund shows more than $200 million in cash, why do staff say only about $5 million is truly available for new projects?
