[SoDu Sunrise Showcase] Is Sheffield Farms a Shoe-In?

M/I Homes of Raleigh is taking another swing at building a project on 218 acres in southwest Durham along Farrington Road. Sheffield Farms, which goes before the Durham City Council for a public hearing tonight, would bring 702 homes and retail space to the area.

The developer has committed to 5% income-restricted units, but not affordable units "as defined by the Unified Development Ordinance."

Estimates indicate the project could add 24 students to Creekside Elementary School, 10 at Githens Middle, and 14 at Jordan High. M/I Homes has agreed to contribute $65,000 to Durham Public Schools.

Planning staff, in their report to the council, noted that "applicant has excluded the improvements required for NC 751 and Stagecoach intersection from the development plan. The surrounding transportation system cannot support development of the proposed intensity without construction of the mitigation measures determined by the (Traffic Impact Analysis). The applicant has indicated that they are unwilling to proffer the required improvements without commission."

The Durham Planning Commission voted as a majority against recommending the project for approval. But that doesn't preclude the City Council from approving Sheffield Farms despite the planning board's reservations.
