Durham commissioners could approve $55M emergency operations center Tuesday
Although Tuesday's meeting is a work session, the board's consent agenda lists the emergency center and 19 other proposals as action items. Violence and homelessness plans are scheduled mainly for discussion.

Durham County commissioners could take a major step Tuesday toward building a new Emergency Operations Center and backup 911 facility, a project expected to cost $55.2 million.
The county has already budgeted $6.2 million. Commissioners are now being asked to approve another $48.9 million, including up to $45.4 million for construction. The remaining $3.5 million would cover furniture, technology, inspections, and other expenses needed to open the building.
The proposals are among 20 items on Tuesday’s consent agenda.
Work sessions usually are intended for discussion and direction to county staff, with final votes generally reserved for regular meetings. But the board's rules allow votes during a work session when an issue is time-sensitive, and Durham County's meeting portal classifies all 20 consent proposals as action items.
That means commissioners appear likely to vote on the emergency center and the rest of the consent agenda, which also includes Durham Public Schools repairs, three farmland conservation easements, and several contracts and budget amendments. Unless an item is pulled for discussion, the consent agenda can be handled with a single vote.
The meeting's seven longer discussion items are classified as informational reports. Those include a violence-reduction strategy built around cutting homicides and shootings by 10% each year and a five-year framework aimed at making homelessness in Durham "rare and brief" by June 2031. Commissioners could signal support or direct staff to proceed, but final action on those plans is less certain Tuesday.
The work session begins at 9 a.m. in Commissioners Chambers, 200 E. Main St. The agenda sets aside nearly five hours for discussion items alone, on top of citizen comments and the consent agenda.
