The city also agreed to a 12-month moratorium on large data centers and moved on some land-use projects. Plus, Stage 2 water restrictions are now in place.

Durham City Council on Monday night unanimously approved its 2026-27 budget, holding the line on property taxes, despite one of the city's most difficult fiscal seasons.
"Durham, we have officially passed our budget," said Mayor Leonardo Williams after the vote, clearly relieved.
The spending plan, which includes funding for parks, traffic calming, bike safety, and fare-free buses, came with painful tradeoffs, such as position cuts and a 2% employee raise that fell short of more ambitious pay goals.
