Durham City Council put off an Environmental Affairs Board appointment Monday night after residents and board members challenged a proposal to select a utility industry professional over the board’s recommended candidate.

The dispute over Jefferson S. Crawford’s proposed appointment brought questions about data center development, respect for volunteer expertise, and how council members explain their decisions. It ended without an appointment vote.

Several speakers urged the council to appoint Elizabeth A. Kreick, whose horticultural experience they said would fill a gap on the Durham City-County Environmental Affairs Board, particularly in its work on native plant protections.

Mayor Pro Tem Javiera Caballero, presiding in Mayor Leonardo Williams’ excused absence, supported sending the item back for further consideration. Council members Carl Rist and Shanetta Burris also backed that approach.

The proposed appointment was for an at-large seat with a term ending June 30, 2027. No new date for a decision was announced during the discussion.
