County commissioners also honored civil rights leader Dr. Virginia Williams and approved funding for transit improvements, ambulances, family support, and other county services.

The Durham Board of County Commissioners approved a performance-based incentive of up to $15.45 million Monday night for AbbVie’s planned pharmaceutical manufacturing campus, a project expected to bring 734 jobs and nearly $1.3 billion in investment to Durham County.
Commissioners also moved the long-awaited Durham County animal shelter into its design phase and honored Dr. Virginia Williams, whose participation in the 1957 Royal Ice Cream Parlor sit-in helped challenge segregation in Durham.
The AbbVie vote followed a public hearing that drew no public comments but plenty of enthusiasm from commissioners, company representatives, educators, and economic development officials.
